The scientific forum was opened by the rector of the university, corresponding member of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor, Honored Lawyer of Ukraine Valerii SOKURENKO. He noted that during the war the Ukrainian people managed to mobilize and continue their heroic resistance to Russian aggression and, despite the constant pressure of the enemy, demonstrate confident achievements in countering the aggressor not with quantity, but with quality. Conditions are constantly being created for the development of the technological component, which allows gaining an advantage on the battlefield. It is the development of the technological component of modern society that is the driving force for its progress in the field of security and defense.
Deputy Minister of Internal Affairs of Ukraine, Candidate of Law Leonid TYMCHENKO addressed the participants of the meeting. He emphasized that the scientific event is again being held in extremely difficult conditions, its results should increase the awareness of the participants about modern tendencies and trends in countering cyber threats. The Deputy Minister noted that the conference has already become an effective platform for dialogue among participants on the application of innovative methods for ensuring cybersecurity in Ukraine, training law enforcement officers in our country, as well as the exchange of experience between scientists, practitioners and their colleagues from other countries.

Based on the results of the plenary session, the work of individual sections and based on the analysis of the scientific work of the conference participants, the organizing committee formulated a number of scientifically sound conclusions, proposals and recommendations.
The conference was attended by 361 participants, the organizing committee received 99 abstracts of scientific reports from 109 authors for inclusion in the conference proceedings.
