Head of the Department, Doctor of Law, Professor, Police Major Fomina Tetiana Hryhorivna

Department of Criminal Procedure and Organization of Pre-trial Investigation is one of the leading departments, which is a part of the Faculty № 1 of Kharkiv National University of Internal Affairs.

The history of the Department dates back to 1992. During this time it was headed by: Candidate of Law, Associate Professor, Honored Lawyer of Ukraine, Police Colonel Kozhevnikov H.K., Candidate of Law, Associate Professor, Police Colonel Kuzminova V.Yu., Doctor of Law, Professor, Police Colonel Slinko S.V., Doctor of Law, Professor, Police Colonel Yukhno O.O. In 2021, Vitalii Romaniuk, Candidate of Law, Associate Professor, Police Lieutenant Colonel was appointed Head of the Department.

The Department employs 13 lecturers, 10 of whom have academic degrees:

  • 3 Doctors of Law;
  • 7 Candidates of Law.

All employees have practical experience, including in senior positions in the investigative units of the National Police and the Prosecutor's Office.

Scientific work.

Scientists of the Department take an active part in scientific and legislative activities, namely they are co-authors of the first scientific and practical commentary on the current CPC of Ukraine, to which they systematically provide proposals for changes; they have published more than 20 monographs, 18 textbooks, 23 scientific explanations; 7 doctoral and more than 20 candidate dissertations were defended.

The scientific and pedagogical staff of the department provides scientific guidance (consulting) to associate professors, graduate students and doctoral students working on dissertation research.

Educational and methodical work

The academic staff of the Department ensures the educational process at all Faculties of the University. The following disciplines are taught at the Department:

  • Current issues of application of criminal procedural legislation.
  • Interaction of pre-trial investigation bodies with operational units and other law enforcement agencies in combating criminal offenses.
  • Inquiries.
  • Pre-trial investigation.
  • Criminal justice: legal doctrines and principles of lawmaking.
  • Criminal procedure.
  • Directions of development of the science of criminal procedure.
  • Fundamentals of criminal procedural activity.
  • Fundamentals of legal knowledge: criminal procedure.
  • Preparation of procedural documents at the stage of pre-trial investigation.
  • Modern doctrines of criminal procedure.

Under the guidance of Associate Professor Serhii Ablamskyi, for the first time in Ukraine, a computer program "Educational ERDR" was developed, which allows to gain practical skills for the future profession of an investigator and interrogator.

The permanent staff of the Department maintains close contacts with the practical units of the National Police by participating in seminar-meetings, conducting binary classes, attracting higher education applicants to the certification, protecting practice materials and internships. The staff of the Department developed more than 35 guidelines for pre-trial investigation units at the request of the Main Investigation Department of the National Police of Ukraine. The Department interacts and cooperates with other educational institutions of the Ministry of Internal Affairs of Ukraine and other Institutions of Higher Education of Ukraine and other countries.

Organizational work

The scientific and academic staff of the department regularly conducts educational (curatorial) work with cadets of the Faculty № 1, students of secondary schools, colleges and other educational institutions, including career guidance and legal education work.
