The Department of Constitutional and International Law and Human Rights as an independent structural unit of the University was established as a result of organizational and staff changes at Kharkiv National University of Internal Affairs in accordance with the order of the Ministry of Internal Affairs of Ukraine dated June 26, 2024 No. 445 "On organizational and staff changes in the Ministry of Internal Affairs".
The main areas of activity of the Department include educational, methodological and scientific work in all specialties in which the University trains applicants for higher education. In parallel, career guidance work is carried out with applicants, cooperation with higher education institutions and scientific institutions, modern educational technologies are actively used, as well as practice-oriented approaches to teaching.
In the 2025/2026 academic year, the scientific and pedagogical staff of the Department provide teaching of a wide range of disciplines: from basic courses in constitutional and international law to specialized subjects dedicated to international standards for the protection of human rights and law enforcement in the activities of law enforcement agencies. Among the training courses: "Constitutional Law", "International Law", "International Protection of Human Rights", "International Protection of Human Rights in Law Enforcement", "Fundamentals of Legal Knowledge", "International Cooperation in Combating Criminal Offenses Related to Human Trafficking and Illegal Migration", "Application of the Standards of the Convention for the Protection of Human Rights and Fundamental Freedoms", "Current Problems of International Public Law", "Fundamentals of European Union Law", "Features of Law Enforcement in the Constitutional Law of Ukraine", "Modern Challenges of International Public Law", "Studies in European Union Law", "Current Problems of Protection and Observance of Human Rights in Law Enforcement", "International Standards of Human Rights in Law Enforcement". The training courses are fully equipped with methodological materials prepared by the teachers of the department.
The Department has a Scientific Circle of higher education students "Current Problems of Constitutional and International Law". Its participants, under the scientific guidance of teachers, take an active part in international and all-Ukrainian conferences, competitions, Olympiads and have repeatedly won prizes.
Along with this, the Department actively develops the practical component of the educational process, cooperating with state and local government bodies, judicial institutions, the bar, as well as public organizations. Such interaction ensures the applied nature of educational programs and contributes to the formation of practical competencies of future specialists.
