Kharkiv National University of Internal Affairs awarded certificates to trainees - representatives of the National Police of Ukraine on the topic "Custody Records" within the project "LAW Police" (UNOPS).
On the basis of the training ground "Police Training Department", the university has implemented a model of Custody Records, which is used by the police to improve compliance with the standards of protection of the rights of detainees.
UNOPS and EUAM experts in cooperation with Human Rights Department of the National Police of Ukraine conducted four training sessions (5 days each). Each training consisted of two modules: "Observance of human rights regarding detainees" and "Conducting interviews for police officers working with detainees".
The sessions were conducted by Peter Wilson and William Braim, the trainers from the United Nations for Project Services (UNOPS). The representatives of the European Union Advisory Mission Svetla Petrova, Nikolai Nachov, Milena Marinova, Vasil Madolev, Crista Granroth, Juha Lalli, Tomas Tesarek, Oleksandr Podprugin, Maksym Levitskyi and others also took part in the trainings.
On behalf of the rector of the university, General of Police of the third rank Valerii Sokurenko, the first vice-rector of the university Dmytro Shvets congratulated the participants on the successful completion of the training. He noted that during this time, almost one hundred people have undergone training, gaining the necessary knowledge and skills to work with the new system of Custody Records. He thanked the representatives of international organizations for their support, coaches who shared their experience and knowledge with Ukrainian colleagues, which they will use in their future work.
Volodymyr Zakharenko, Head of the Human Rights Monitoring Unit of Human Rights Department of the National Police of Ukraine, stressed that the new Custody Records system, aimed at ensuring the human rights of both detainees and police officers, is currently being implemented in only two regions of Ukraine - Kharkiv and Ternopil. By the end of the year, Custody Records should start working in 30 more territorial divisions of the National Police of Ukraine. He also noted that cooperation with international partners on technical equipment and training with the new system will continue.
On behalf of Head of the European Union Advisory Mission in Ukraine, Tomas Tesarek, EUAM Criminal Investigation Adviser / Trainer, thanked the University for the fruitful cooperation and creation of comfortable conditions for training and exchange of experience.
The trainer of the United Nations for Projects Service (UNOPS) Peter Wilson stressed that there would be no justice without the attention of the rights, that is why the Custody Records system is a highly important step in ensuring human rights and freedoms of the people. He also noted that the university has an excellent material and technical base, which provides a high level of education, emphasizing that Kharkiv National University of Internal Affairs is always one step ahead.
