Kharkiv National University of Internal Affairs carries out publishing activities on the basis of the Constitution of Ukraine (Articles 10, 15, 34, 41, 54, etc.), laws of Ukraine "On Publishing", "On Copyright and Related Rights", "On Printed Media information (press) in Ukraine ”, other legislative acts, normative acts of the Cabinet of Ministers of Ukraine, the Ministry of Internal Affairs of Ukraine and the Ministry of Education and Science of Ukraine, the State Committee for Television and Radio Broadcasting of Ukraine and the State Inspectorate for Consumer Protection in relation to publishing activities of Ukraine.

In 2008, the University, as a subject of publishing, was included in the State Register of Publishers, Manufacturers and Distributors of Publishing Products (certificate series DK № 3087 dated 22.01.2008)

The main division of the University, which is entrusted with the implementation of publishing activities, is the Editorial and Publishing Department. The main tasks of this department are to provide the educational process at the University with educational, reference and other literature, publication of the scientific research results in core activities of KhNUIA, as well as providing services and departments of the University with blank products for current needs.

The main tasks of the KhNUIA on publishing activity are determined annually in the publishing plans, which are approved by the rector after their approval by the Academic Council.

The University is the founder and publisher of scientific professional editions - printed collections of scientific papers "Bulletin of KhNUIA", "Bulletin of the Criminological Association of Ukraine" and the journal "Law and Security", as well as the electronic journal "Forum of Law". The newspaper "Serving the Law" is published monthly.
